Are car accidents on the rise in California?

I wouldn't say that car accidents are on the rise. In fact, I think that there's more of a prevalence of people being more careful now. Particularly in California, they've recently passed a law that requires you to wear a headpiece when you use a phone, which I'm seeing a lot of drivers using. I understand that insurance companies are reporting that auto accidents are down because they're using a lot more driver safety programs, particularly with their newer drivers that are coming on to their programs.
